Plumas Housing Council
Between Blissbranding Agency and The Almanor Foundation
Effective Date: July 9, 2025
Parties:
This Contract (“Agreement”) is made between:
Blissbranding Agency, a California-based marketing agency (“Agency”), and
The Almanor Foundation, a California nonprofit corporation, acting on behalf of the Plumas Housing Council (“Client”).
Collectively referred to as the “Parties.”
— Scope of Work
Phase 1: Strategic Content Development (6-Month Holistic Plan)
Agency will deliver the following:
Content roadmap with bi-weekly themes
Messaging strategy for:
Workforce housing
Dixie Fire recovery and resilience
Affordability and quality of life in Plumas County
Welcome Home Greenville campaign
Editorial calendar for 6 months
12 blog articles (2/month)
Storytelling asset templates (e.g. interview outlines, pull-quote graphics)
Stakeholder-aligned strategy brief
Cost: $2,200 (one-time fee)
Timeline: 2–4 weeks
Optional Monthly Copywriting Support: +$850/month (if elected in writing)
Phase 2: Website Development: plumashousing.com
Agency will deliver a clear, impactful, and informative website for the Plumas Housing Council to communicate initiatives, provide updates, and serve as a central hub for housing resources and property listings.

- Down Payment Assistance Program
- TRIO Program Overview
- RRA Development Model
- Lease to Locals Program
- Property Listings Wireframe for a future buildout
- Contact / Get Involved page

- Mobile responsive, ADA-compliant design
- SEO optimization setup
- CMS backend access for easy updates
- Embedded property listing tool (to be phased in as listings are available)
- Integration with Mailchimp or preferred email platform
Timeline: 4–6 weeks
Cost: $5,800 (one-time cost)
Optional Add-On: MLS or Listing Sync Integration (est. +$900 if needed)
Extra Work: Billed at $100/hr, approval needed before anything is started
— Payment Terms
Phase 1 Fee: $2,200 due as follows:
75% ($1,650) due upon signing
25% ($550) due upon delivery of editorial calendar and strategy brief
Optional copywriting support and future phases to be invoiced monthly or per phase
Phase 2 Fee: $5,800 due as follows:
75% ($4,350) due upon signing
25% ($1,450) due upon delivery of editorial calendar and strategy brief
All invoices are due Net 15. Late payments may be subject to a 5% monthly late fee.
— Delegation Clause
In the event the Plumas Housing Council transitions management to a third-party entity, such as Plumas Rural Services (PRS), this Agreement may be transferred to that entity with mutual written agreement by both the Agency and Client (TAF or its designee).
— Intellectual Property
All final deliverables created under this Agreement become the property of the Client upon full payment. Agency retains the right to display non-confidential work in its portfolio and marketing materials.
— Confidentiality
Both parties agree to maintain confidentiality of all proprietary or sensitive information shared in the course of this Agreement.
— Termination
Either party may terminate this Agreement with 15 days’ written notice. Any work completed up to that point will be invoiced accordingly, and all deliverables paid for will be turned over to Client.
— Governing Law
This Agreement shall be governed by the laws of the State of California.
— Entire Agreement
This document represents the entire agreement between the parties and supersedes all prior communications or understandings.
— IN WITNESS WHEREOF, the parties agree to the terms outlined above.

Website Hosting: $35/mo
Client will still have a login to hosting. Includes a secure hosting platform, and plugin/integration updates done by the Blissbranding Agency team. Website hosting is provided via a partnership with WP Engine. Client will be provided their own secure login to the hosting platform, and retain ownership of their website files and content.

After contract signature, you will receive an invoice for $6,550 + 3.1% CC fee. Upon completion on content development and agreement to launch the website, final invoices will be submitted. Invoice may be charged via credit card or bank account connection.
